At the same time prohibited activities continue, including uranium enrichment." We welcome comments that advance the story through relevant opinion, anecdotes, links and data.

Several members of the Fed's policy-setting committee "indicated that additional monetary policy accommodation could be necessary if the economic recovery lost momentum or the downside risks to the forecast became great enough," minutes from the April 24-25 meeting said. Minutes from the Fed's March meeting had said "a couple" members thought more stimulus might be needed.

Dr Gonzi also pointed out how the Wikileaks document said that 'in the course of an introductory meeting with Major Martin Xueren, Malta's military attache', US and EU officers discussed the current Cyprus/Malta blockage in EU-Nato collaboration. This confirmed the impasse that existed - even before Mr Cachia Caruana was involved. The government, therefore had been seeking effective solutions which were also acceptable to the EU and Nato. The Cabinet had issued a directive aimed at seeking a solution. Dr Gonzi stressed that at this stage the meetings were held solely with (then) Major Martin Xuereb. The document so far showed that the suggestions for some form of solution had come solely from the US side, not Mr Cachia Caruana.

Retail sales in April also showed underlying strength. Minutes of the Federal Reserve's April 24-25 meeting said several policymakers felt additional monetary easing by the U. S. central bank could be necessary if the recovery lost momentum or downside risks increased. An oversupply of unsold homes is the main challenge for the market, but there is anecdotal evidence that supply is gradually being whittled down. That and rising demand for rentals, which is keeping builders busy, should help housing find its footing. A rise in sentiment among home builders to a five-year high in May, according to a survey released on Tuesday, suggests the 7 percent drop in permits to a 715,000-unit pace last month would be temporary. Two strong back-to-back monthly gains had taken permits in March to their highest level since September 2008.

Three passengers who were bird-watching on the ship alerted a crew member when they spotted Adrian Vasquez and his companions signaling for help from their fishing boat, the suit says. Even though crew members "had clear knowledge that people were stranded in an open boat hundreds of miles from shore in the Pacific Ocean and desperately calling for their help," the suit says, "they consciously ignored the emergency situation and did not deviate from their cruise." Their boat, "Fifty Cents," had been adrift for 15 days when it crossed paths with the "Star Princess" on March 10, 2012, according to the lawsuit. Five days later, another fisherman on the broken-down boat, 24-year-old Oropeces Betancourt, died at sea. Princess Cruises spokeswoman Karen Candy declined to comment on that allegation Monday, saying the company was still investigating the incident. "Because of what we suspect was a case of unfortunate miscommunication, regretfully the Captain of the Star Princess was never notified of the passengers' concern.

"This is a big fish," said Col. Felix Kulayigye, a Ugandan military spokesman. Achellam told reporters he hoped his capture would lead "my people remaining in the brush" to give up, "so that sooner maybe the war would come to an end." Radhika Coomaraswamy, U. N. special representative for Children and Armed Conflict, called on Ugandan authorities Monday to "not apply amnesty but instead, bring him (Achellam) to justice." Achellam was captured with his wife, child and a 12-year-old girl from the Central African Republic, according to the U. N. Achellam and his family are in Ugandan custody in South Sudan. It's unknown why she was with Achellam, the U. N. said. Abou Moussa, a special U. N. envoy for central Africa, told CNN in March that Kony may be in the Central African Republic with between 200 and 700 remaining troops.

An ECB official later added: "Pending the recapitalization of Greek banks that are severely undercapitalized as a result of the recent PSI (debt restructuring) operation, some of the Greek banks have been moved to Emergency Liquidity Assistance." "Once the recapitalization process is finalized, and we expect this to be finalized soon, the banks will regain access to standard Eurosystem refinancing operations," the official added. "The ECB/Eurosystem (of euro zone central banks) continues to support Greek banks." ECB policymaker Luc Coene told the Financial Times in an interview released earlier this week Greek banks on ELA were still solvent. "As recapitalization wasn't in place, the ECB stopped monetary policy operations," a euro zone central bank source told Reuters, declining to be identified. ECB President Mario Draghi said earlier the central bank wanted Greece to remain in the currency bloc.

Assad's government has repeatedly accused foreign states of backing a "terrorist" campaign in Syria, an apparent reference to Gulf powers Saudi Arabia and Qatar which have argued that Syrian insurgents should be supplied with weapons. Those accusations have grown louder following a series of bomb attacks on security and military installations in Damascus and other cites that Syria calls proof of a "terrorist" conspiracy. Shi'ism is the dominant sect of his ally Iran whose influence the Sunni-led Gulf Arab states seek to check. The head of the U. N. monitoring mission, Major-General Robert Mood, confirmed the monitors were heading back to base. The group said security forces carried out summary executions in the city.

Kenny Dalglish is to leave his job as Liverpool manager today, Press Association Sport understands. Rumours began circulating yesterday that his second spell Anfield was coming to an end and that is set to be officially confirmed later today. Prior to the start of the season Henry had suggested that Champions League qualification was the minimum requirement. The Scot was given a three-year contract a year ago but an inability to sufficiently close the gap to the top four despite a significant outlay on transfers appears to have persuaded Fenway Sports Group a change is required.

Betco Holdings - the representatives of gaming conglomerate GTech - is claiming the right to be awarded the contract because preferred bidder Maltco was demanding from the LGA wider exclusivity on other games, apart from those included in the original tender: namely, the national lottery, Super Five, and the lotto. The other games, which ostensibly include football pools and other sports betting, were not named by Betco. Betco said that while the conditions in the call for tenders clearly spelt out the exclusivity rights, the fact that the discussions have not yet been concluded means the Privatisation Unit must move on to the second bidder. Betco added that the Privatisation Unit had made a verbal approach to both bidders before the process opened last March, explaining that "the chosen bidder would be chosen on the financial offer, and that there were going to be no negotiations."

"In a crude cut-and-paste of Gaddafi's penal code, this month the NTC passed Law 37, criminalising 'insults against the people of Libya or its institutions' and criticism of the 2011 revolution or glorification of its deposed leader."
